# Agency use

> The rules agencies must follow when they authorize and use FedRAMP Certified cloud services, and what those rules mean for you as a provider.

> [!NOTE]
>
> **Official source:** [Agency Use of FedRAMP Certified Cloud Services](https://www.fedramp.gov/2026/reference/agency-use/) (`AGU`), FedRAMP Consolidated Rules release `2026.10.14.01`. This page is a plain-English summary. The official rule text governs.

## In short

This ruleset binds federal agencies, not cloud service providers. It turns agency duties under the FedRAMP Authorization Act and OMB Memorandum M-24-15 into FedRAMP-style rules. For you, the most important points are that agencies MUST NOT ask for more than FedRAMP requires, or demand a specific certification type or path, unless the agency head or a delegate finds a demonstrable need and notifies FedRAMP. Agencies MUST allow you to follow FedRAMP rules, and they MUST review your Secure Configuration Guide.

## Who it applies to

| Subset | Types | Paths | Classes | Audience |
| - | - | - | - | - |
| [General Agency Responsibilities](https://www.fedramp.gov/2026/reference/agency-use/#general-agency-responsibilities) (`AGU-AGC`) | 20x, Rev5 | Program, Agency | Class A, Class B, Class C, Class D | Agencies |
| [Use of FedRAMP Certifications](https://www.fedramp.gov/2026/reference/agency-use/#use-of-fedramp-certifications) (`AGU-USE`) | 20x, Rev5 | Program, Agency | Class A, Class B, Class C, Class D | Agencies |
| [Agency Sponsored Certifications](https://www.fedramp.gov/2026/reference/agency-use/#agency-sponsored-certifications) (`AGU-SPN`) | Rev5 | Agency | Class B, Class C, Class D | Agencies |

## Key dates

The same dates apply to 20x and Rev5.

| Milestone | Date |
| - | - |
| Status | Required (Consolidated Rules for 2026) |
| Optional adoption allowed | `2026-07-04` |
| Obtaining initial certification | `2026-07-04` |
| Maintaining ongoing certification | `2026-07-04` |
| Grace period ends | `2026-07-04` |

## Why this matters to you as a CSP

You don't have obligations under this ruleset, but it sets what your agency customers can and can't ask of you:

* **Agencies can't pile on extra requirements by default.** Agencies MUST NOT require information or materials beyond what FedRAMP requires unless the agency head or an authorized delegate finds a demonstrable need and notifies FedRAMP (`AGU-AGC-NAR`). This doesn't stop agencies asking for clarification or general questions about your certification data. Agencies MUST notify FedRAMP after requesting extra information or materials (`AGU-AGC-NAI`).
* **Agencies can't insist on a type or path by default.** Agencies MUST NOT require you to obtain or keep a specific certification type (20x or Rev5) or path, under the same head-of-agency exception (`AGU-AGC-TPP`).
* **Agencies must let you follow FedRAMP rules** (`AGU-USE-AFR`).
* **Your Secure Configuration Guide gets used.** Agencies MUST review it and configure relevant security settings (`AGU-USE-RSG`). See [Secure configuration guide](/docs/rules/secure-configuration-guide.md).
* **Agencies read your Ongoing Certification Reports.** Agencies SHOULD review each report, SHOULD designate a senior official to review them and attend Quarterly Reviews, and SHOULD formally notify you of significant concerns that would likely lead to rescinding their Authorization to Operate (`AGU-USE-ROR`, `AGU-USE-DSO`, `AGU-USE-NPC`). If those concerns arise, they MUST also notify FedRAMP (`AGU-USE-NFC`).
* **Agencies look at your third-party resources.** Agencies SHOULD consider the third-party information resources your offering uses (`AGU-USE-RIR`).
* **Class A has a time limit for agencies.** Agencies SHOULD NOT authorize a Class A offering for more than 12 months unless it is actively seeking a Class B, C or D Certification (`AGU-USE-CLA`).
* **Agency sponsors use the current rules.** An agency sponsoring a Rev5 certification MUST follow the most recent Consolidated Rules (`AGU-SPN-MRC`).

## What you need to do

None of these rules is addressed to you. The "What it means for you" column explains how each one affects your relationship with agency customers.

### General agency responsibilities

| Rule | Force | What it means for you |
| - | - | - |
| [`AGU-AGC-AIP`](https://www.fedramp.gov/2026/reference/agency-use/#agency-internal-policies) | MUST | Agencies keep agency-wide policy aligned with OMB M-24-15. |
| [`AGU-AGC-NAA`](https://www.fedramp.gov/2026/reference/agency-use/#notify-fedramp-after-authorization) | MUST | When an agency authorizes use of your service, it notifies FedRAMP with a copy of its Authorization to Operate letter, using the **Submit an ATO Letter** form. |
| [`AGU-AGC-GRC`](https://www.fedramp.gov/2026/reference/agency-use/#governance-risk-and-compliance-tools) | MUST | Agency governance, risk, compliance and inventory tools must produce and ingest machine-readable artifacts in FedRAMP-identified formats, including at least OSCAL and JSON. |

| [`AGU-AGC-NAR`](https://www.fedramp.gov/2026/reference/agency-use/#no-additional-security-requirements) | MUST NOT | Agencies can't require more information or materials than FedRAMP requires, unless the agency head or a delegate finds a demonstrable need and notifies FedRAMP. Clarifying questions are allowed. |
| [`AGU-AGC-TPP`](https://www.fedramp.gov/2026/reference/agency-use/#no-certification-type-or-path-preferences) | MUST NOT | Agencies can't require a specific certification type or path, unless the agency head or a delegate finds a demonstrable need and notifies FedRAMP. |

The notes on `AGU-AGC-NAR` and `AGU-AGC-TPP` tie them to the Presumption of Adequacy for a FedRAMP Certification, and say notification is mandated by OMB M-24-15 section IV (a).

## What FedRAMP staff have said

No FedRAMP staff comments in the synced discussions cite `AGU` rule IDs. One related staff comment touches on agencies adding requirements:

> [!NOTE]
>
> **Agencies may still contract for more.** On `2026-09-02`, answering a question about secure configuration baselines for 20x, `pete-gov` confirmed there is no FedRAMP-defined minimum tier for obtaining or keeping a certification. He added that some agency customers might write such requirements into their contracts or expectations, depending on their use case.
